[OAI-implementers] Migration to OAI Protocol version 1.1

Hi, all -- Henry Stern came up yesterday with a handy way
of testing your servlet or script after recoding for OAI
Version 1.1 protocol.

Just register a new baseURL that points to the converted
code.  Return the "real" baseURL in the Identify response.

This error will prevent your test base URL from being
registered in the database, but all six verbs will be
tested for compliance.  Then you can move the new software
to your permanent baseURL at your convenience.
