I've run into a little stopping place with the OAI protocol.  Only the
UTF-8
character encoding is permitted which eliminates the possibility of
internationalization.

What is it about UTF-8 that eliminates the possibility of
internationalization?  You can transfer any UNICODE character with a UTF-8
encoding.
