[UPS] the Santa Fe Convention

Today -- Feb 15th -- is the official release date of the Santa Fe
Convention.  It is available via http://www.openarchives.org .  

At the same time, 2 related papers are published in D-Lib Magazine
(http://www.dlib.org):

* one on the Santa Fe Convention
* one on the UPS Prototype
