[UPS] journal; initiative name

Here's another vote for 

  Interconnected Eprint Archives    (with no objection to alternative
                                     capitalizations)

and against putting journal name into Subject.  I'm marginally in favor of
having it in the Comment element, in order to reserve the ability to use a
separate element down the road to support a controlled form of journal
title.  Variability in abbreviated journal titles will be a fact of life
for data entered by users without tools providing lists to pick from.

PS  Found on the web while looking for something else:
      http://MathNet.preprints.org/ 

points to several repositories/archives for different mathematical
subdisciplines and from different countries (and the mathematics section
of xxx) from which it harvests metadata for a unified searching and
browsing service. There appears to be a metadata creation tool.
