[OAI-implementers] Issue regarding OAI-PMH protocol requirements for meta data part of an OAI-PMH record

Hello all,

I also have a question regarding a meta data part of an OAI-PMH record.
The specification requires the attribute xmlns:xsi in a root element of
a meta data part. The attribute xsi:schemaLocation is not required and
it is understandable:  a harvester can get schema locations of all meta
data formats using a request ListMetadataFormats.
Is there a reason to require the attribute xmlns:xsi? The problem is
some repository metadata don't contain attributes xsi:schemaLocation and
xmlns:xsi, only a name space uri. The meta data are valid. But a
provider have to change the original repository meta data and add the
attribute xmlns:xsi in order to be conform with a specification.
