[OAI-implementers] decommissioning 1.1 interfaces for LTRS, NACA and Open Video

Unless someone objects, I would like to take the following 1.1 repository
interfaces out of service by April 8, 2003:

http://naca.larc.nasa.gov/oai/
http://www.open-video.org/oai/

the respective 2.0 interfaces are at:
