[OAI-implementers] valid character encoding

i just wanted to point out that if you use Perl, my VTOAI Perl template 
for data providers (available on OAI website) includes a module 
(Utility.pm) that does 8859/1=>Unicode conversions (along with basic 
de-microsoftification and de-htmlisation).

ps. i dont know if your record encoding is correct or not, but it didnt 
throw up any errors when i loaded it.
