Christopher,

We are in the final stages of putting up the registration mechanism.
Take a look at
http://www.cs.cornell.edu/lagoze/Projects/OAi/registration.htm for a
draft of the page that (hopefully) explains everything.  Note that the
form does not work yet.  We hope to have this completed by the end of
Monday.
