[UPS] Report on Cornell OAI-Tech meeting

The report on the OAI-Tech meeting that has been held at Cornell
University [see

available at

report is also linked from the Open Archives home page
[http://www.openarchives.org].

The report describes the nature of the revisions that were identified to
be essential for extending the applicability of the Santa Fe
specifications beyond the original e-print scope.  The timing for the
release of the fully revised specifications is as follows:

November 1, 2000: alpha specifications -- not public
December 1, 2000: beta specifications -- limited public circulation
January 2001: revised specifications -- publication
