[UPS] dead link in OAi template

Hi,

I have been informed that there was a dead link in the data provider
template of the Santa Fe Convention
[http://www.openarchives.org/sfc/data_provider_template.htm] .

The help text that came with the "unique archive identifier" entry had a
wrong link.  I changed the help text to become:

"Unique archive identifier: Look at
http://www.openarchives.org/sfc/sfc_archives.htm to make sure that the
identifier you choose is not already in use."

My appologies for this error + thanks for pointing this out to me.
