[UPS] Preliminary Dienst Protocol Specification

I have put up at

draft document describing the Basic Dienst Subset for use in the OpenArchive
initiative.  Note that this is at this point at draft document and NOT for
general distribution.

This document also has a link to the more complete Dienst protocol document
that is also in draft form.
