[OAI-implementers] changing formats

Jody,

If I understand your question correctly...

- Each record only contains metadata in one format.
- The format corresponds to the prefix given as an argument.
- A prefix argument is alway required regardless of whether the desired
return is DC or another metadata format.
- Every metadata format requires a schema for validation.
